OverviewThe Fédération Internationale de la Jeunesse in English International Youth Federation (IYF), is an international non-profit youth organization network governed by the present Statutes and the Swiss Civil Code. It is politically neutral, and non-denominational, aiming to empower youth worldwide.

The IYF Bureau of Management has direct responsibility for the management and oversight of the organization and provides leadership, advisory, management support to the IYF Headquarters and other executive branches.

Under the guidance and the overall supervision of the Director, Bureau of Management and the direct supervision of the Senior Management Specialist, the Human Resources (HR) Specialist is responsible for the implementation of oversight and support human resources strategies in the organization, in addition of effective delivery of HR services and management of the HQ HR Team. He/she analyses, interprets and applies HR policies, rules and regulations, establishes internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Specialist promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale.

To voluntarily represent, positively promote, and uphold the mission of “Empowering youth for a better world” in various programs and opportunities throughout the IYF interventions across member countries.

 

 

Responsibilities: 
(A) Ensures implementation of HR strategies and policies:
• Full compliance of HR activities with the IYF rules and regulations, internal policies, procedures and strategies; effective implementation of the internal control, proper design and functioning of the HR management system.
• Continuous analysis of corporate HR strategies and policies, assessing the impact of changes and making recommendations on their implementation in the IYF.
• Lead HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management, control of the workflows in the HR Team.
• Implementation of the strategic approach to recruitment in the IYF, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and staff career development management.
• Management of recruitment processes including job descriptions, job classification, vacancy announcement, screening of candidates, chairing interview panels, making recommendations on recruitment.
• Development and management of rosters.

(B) Ensures proper staff performance management and career development:
• Elaboration and implementation of the protocol for performance appraisal process, facilitation of the process, elaboration of performance evaluation indicators in consultation with the Senior Management.
• Support to effective staff learning management including establishment of the Corporate Learning Plan (CLP) and teams learning plans in collaboration with the Senior Management.
• Provision of effective counseling to staff on career advancement, development needs, learning possibilities.
• Implementation of strategic staffing policies in line with career development.

(C) Ensures facilitation of knowledge building and knowledge sharing:
• Organization of trainings for operations/ programme staff on HR issues.
• Synthesis of lessons learned and best practices in HR management.
• Sound contributions to knowledge networks and communities of practice.

Eligibility:

Experience:
Experience and results preferred at national level preferred in administrative/management role, development, communications, youth issues, sport, women empowerment, youth-led organizations or another relevant field.

Assessment:
Evaluation of qualified candidates may include an assessment exercise, which may be followed by a competency-based interview.

Language:
Fluency in English with superior drafting skills is essential.
