The International Youth Federation is an international non-profit youth organizations network governed by the present Statutes and the Swiss Civil Code. It is neutral politically, and non-denominational, aim to empower youth worldwide.

The Bureau of Governance & Policy Support (BGPS) has the responsibility for research and analyze all relevant youth policies and guidance to support the results of the IYF’s strategic interventions. BGPS’s staff provides technical advice to Country Teams; advocates for the IYF corporate messages, represents the IYF at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, cooperation initiatives.

Under the overall guidance of the BGPS Director, the Policy Specialist is responsible for providing research support, contributing to enhancing the knowledge produced and disseminated by the BGPS team, and strengthening the Bureau’s advocacy and outreach capacity. He/she will contribute to documenting innovation in youth development practices through research support, assessing the determinants of success. The Policy Specialist establishes and maintains a network of policy advisors, international and regional research institutions for policy change and advocacy in youth policy and youth development financing.

To voluntarily represent, positively promote, and uphold the mission of “Empowering youth for better world” in various programs and opportunities throughout the IYF interventions and the community.

(A) Policy Research and Development:
• Contribute to the development of knowledge and innovation initiatives for different contexts on key youth policy agendas, in collaboration with Regional Administrations, bringing in perspectives and knowledge from Country Teams.
• Support the identification of gaps and opportunities for development of youth policies and guides overall team priorities and workplans in the areas of knowledge and innovation for youth development.
• Develop relevant analysis and guidance for knowledge management and innovation on emerging issues of youth empowerment, in close collaboration with BGPS partners.
• Coordinate and conduct analysis of data, case evidence and research findings to distill relevant lessons from projects and programmes to inform policy formulation and guidance.
• Provide analysis on knowledge and innovation trends, products, and services to global and Regional Administrations teams to inform their application across member countries, including by supporting cross-regional and cross-practice exchanges.
• Review and assess youth policy success, and communicate findings to member states and regions.

(B) Partnerships & Resource Mobilization:
• Provide substantive and content input to contribute to mobilizing, fostering and strengthening strategic partnerships with other organizations, inter-governmental agencies, research institutes and other relevant bodies for joint knowledge, learning and innovation in youth development areas in support of the IYF initiatives.
• Support the BGPS Director in engagement in improving the coordination for knowledge and innovation in youth development areas by drafting briefings, preparing for and participating in meetings.
• Support the BGPS Director in engaging with global partners and develop/implement knowledge management and innovations partnerships strategies under corporate guidelines.
• Provide substantive inputs related to global external partnerships in the field of youth development.
• Develop implementation plan to foster strategic partnerships for knowledge management and sharing with the IYF and external partner institutions, Governments, private sector, academia, NGOs, and CSOs.

• Knowledge of youth and development concepts, principles and issues and the ability to apply to strategic and/or practical situations, covering the economic, social and environmental dimensions.
• Ability to capture, develop, share and effectively use information and knowledge.

• Highly interest in youth empowerment issues.
• Knowledge sharing skills are required.

Experience and results preferred at national level preferred in development studies, public policy, coaching, Training of Trainers, youth empowerment role, training, knowledge management, development, communications, international relations, capacity building, sport, women empowerment, youth-led organizations or another relevant field.

Fluency in English with superior drafting skills is essential.

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
